The story begins and persists between two neighboring countries, Paraguay and Brazil. During the decade of 60, in union of the two countries for the use of the Water Resources of the two countries, the "Iguaçu Act" was made.

Thus stipulating the section of the Iguaçu River that would be destined for the execution of the Itaipu dam, forming the Itaipu Hydroelectric Power Plant, or Itaipu Binational, as it is also known for the division of the work between the two countries.

The work did indeed start legally in 1973 with the Treaty of Iguaçu.
